Monaghan explained that although the massive influx of Haitian immigrants has been linked to duck disappearances, deaths as a result of reckless driving and women feeling unsafe in their hometown, the local administration has insinuated that anyone who speaks up is a racist. But these scare tactics haven't intimidated everyone.
